How does a HHO work? (Car running on water for a source of fuel)?

I Kinda get how it works, it splits the Hydrogen from the oxygen, but then what does it do? If anyone could explain how an HHO works, that would be AWESOME!!!1

Water has less energy than HH and OO separately, you can recombine the H and O to release energy, but you always get back less than you put in. So if its claiming to use water as fuel [ie the source of energy] it is not true.

However, I have seen research that shows use of water as an additive to diesel can improve combustion making the fuel burn more efficiently producing more useful energy and less pollution. This was using a very small amount of water mixed via an ultrasonic transducer to create a stable emulsion of water in fuel. It was in a laboratory situation, not out on the road, and the effect was real but not huge. It didn’t get far as a way of improving transport efficiency because of the costs involved, however I believe it did find application in large stationary diesel fired engines. It wasn’t magic, just good combustion chemistry.
